Points toward Satoshi
In 2013 he built a five-step insinuation: Gavin is lead dev → Gavin visits the CIA → the CIA works on quantum computing → elliptic-curve crypto is quantum-breakable → “if Gavin is against [changing it] it will be very suspicious.” Years later, on Discord, he spoke of an “NDA with CIA” and that he was “private (to the degree permitted by FBI).”
Satoshi lore is saturated with state-origin theories. A creator with genuine intelligence ties — or who wanted to seem to have them — would talk exactly like this.
Points against
This is also just how a certain kind of crypto-libertarian talks: everything is the CIA. The “NDA” and “worked for NSA” lines are classic CFB trolling — he himself tags his provocations with a troll face. Taken literally they prove nothing; taken as theater they prove less.
Weight
Atmospheric, not evidential. It fits the myth, but it’s the easiest kind of claim to manufacture — and he manufactures freely.
